Phillip has spent more than fifteen years building grant-funded programs in rural Southern Illinois — not as a consultant looking in from the outside, but as the person who wrote the applications, hired the staff, managed the budgets, and reported the outcomes. As Dean of System Programs at Vienna CUSD #133, he currently oversees a $20M+ portfolio spanning 57+ programs across three counties.
He serves as Executive Director of Johnson County 2000 and co-chairs the Illinois Community Schools Statewide Steering Committee, where he helps shape policy and practice for community-centered education models across Illinois. He is a first-generation college graduate, a doctoral candidate researching AI adoption among rural educational leaders, and a former funeral director — someone who has genuinely taken a non-linear path to this work and understands the communities he serves from the inside.
His clients don't just get a grant writer. They get someone who has managed the day-after, the mid-year compliance crunch, the staff turnover, and the funder site visit — and knows how to build programs that survive all of it.
Julie brings operational precision to every engagement — the kind of attention to data, timelines, and compliance detail that keeps complex grant portfolios running cleanly. As Administrative Assistant at Vienna CUSD #133, she works daily in the systems that make grant-funded programs function: student data analysis, MTSS coordination, budget tracking, and federal reporting.
Her direct grant experience includes data and compliance work on the STOP School Violence federal grant and supporting the district's USDA Healthy Meals Incentive program — which earned Vienna the USDA Small and Rural Lunch Trailblazer Award. She was recognized by the Dean of System Programs for her exceptional approach to streamlining data systems and tracking processes across multiple concurrent programs.
An AmeriCorps VISTA alumna who completed her year of service supporting Johnson County schools, Julie is currently pursuing her Bachelor's degree in Business Management. She brings a young professional's energy and a genuine commitment to the communities that Hosfeldt & Parr serves.
