Four service lines — available independently or as a full-cycle engagement. Every service is grounded in the same principle: the right funding, pursued the right way, managed all the way through.

01

Grant Identification & Research

We map the funding landscape specific to your organization — federal, state, and private sources — and deliver a prioritized opportunity pipeline matched to your programs, capacity, and goals. You don't pursue every grant. You pursue the ones you can win and sustain.

02

Grant Writing & Application

Full application development from narrative to budget to supporting documentation. We write to the funder's priorities while grounding every application in your authentic story — the programs, outcomes, and community context that make your work stand apart. Strong applications don't just describe programs; they make funders believe in them.

Implementation & Compliance

Winning the grant is only the beginning. We manage ongoing implementation oversight, fiscal compliance, data collection, progress reporting, and funder communications from award through closeout. Most programs stumble not in the writing phase, but in the management phase — we make sure yours doesn't.

Strategic Planning & Development

For organizations ready to build a sustainable funding architecture — not just chase individual grants. We provide strategic planning facilitation, multi-year funding roadmaps, board and stakeholder development, and thought partnership on systems-level program design. The goal is an organization that generates its own momentum.

Quoted by engagement

From first conversation
to final report.

Every engagement begins with listening. We build our work around what your organization actually needs — not a template — and stay with you through every phase. Here's what that looks like in practice.

1
Discovery & Assessment

We learn your organization from the inside — your programs, your team, your capacity, your history, and your goals. We review existing grants, organizational documents, and data to understand where you've been and where you're headed.

  • Organizational intake conversation
  • Existing grant portfolio review
  • Program capacity assessment
  • Goals and priority alignment
2
Opportunity Mapping

We identify funding opportunities that genuinely fit your work — federal, state, and private — and build a prioritized pursuit calendar. Not every open grant is the right grant. We help you spend your energy where it counts.

  • Federal & state landscape review
  • Private foundation research
  • Eligibility and fit analysis
  • Prioritized pursuit calendar
3
Application Development

Full application preparation — narrative, budget, logic model, attachments, and compliance review — with your team involved at every decision point. We write, you review, we refine together. Submission is managed and documented.

  • Narrative writing & revision
  • Budget development
  • Logic model & evaluation plan
  • Submission management
4
Post-Award Management

Award is the beginning of the real work. We manage implementation oversight, fiscal monitoring, progress reporting, and funder communications from day one through final closeout — keeping your grant compliant, on budget, and performing as designed.

  • Implementation oversight
  • Progress & annual reports
  • Fiscal compliance monitoring
  • Closeout documentation
"We don't hand off the application and disappear. We're with you from the first conversation to the final report."

Hosfeldt & Parr is a small, focused team — which means every client works directly with the people who wrote the grants, built the programs, and know the funding landscape firsthand. No hand-offs, no junior staff surprises.

Phillip Hosfeldt

Phillip M. Hosfeldt

Principal & Founder
Ed.S. EdD Candidate Vienna, IL

Phillip has spent more than fifteen years building grant-funded programs in rural Southern Illinois — not as a consultant looking in from the outside, but as the person who wrote the applications, hired the staff, managed the budgets, and reported the outcomes. As Dean of System Programs at Vienna CUSD #133, he currently oversees a $20M+ portfolio spanning 57+ programs across three counties.

He serves as Executive Director of Johnson County 2000 and co-chairs the Illinois Community Schools Statewide Steering Committee, where he helps shape policy and practice for community-centered education models across Illinois. He is a first-generation college graduate, a doctoral candidate researching AI adoption among rural educational leaders, and a former funeral director — someone who has genuinely taken a non-linear path to this work and understands the communities he serves from the inside.

His clients don't just get a grant writer. They get someone who has managed the day-after, the mid-year compliance crunch, the staff turnover, and the funder site visit — and knows how to build programs that survive all of it.

AmeriCorps VISTA Alumna B.S. Business Mgmt. (In Progress)

Julie brings operational precision to every engagement — the kind of attention to data, timelines, and compliance detail that keeps complex grant portfolios running cleanly. As Administrative Assistant at Vienna CUSD #133, she works daily in the systems that make grant-funded programs function: student data analysis, MTSS coordination, budget tracking, and federal reporting.

Her direct grant experience includes data and compliance work on the STOP School Violence federal grant and supporting the district's USDA Healthy Meals Incentive program — which earned Vienna the USDA Small and Rural Lunch Trailblazer Award. She was recognized by the Dean of System Programs for her exceptional approach to streamlining data systems and tracking processes across multiple concurrent programs.

An AmeriCorps VISTA alumna who completed her year of service supporting Johnson County schools, Julie is currently pursuing her Bachelor's degree in Business Management. She brings a young professional's energy and a genuine commitment to the communities that Hosfeldt & Parr serves.
